The final release of the Silverlight 4 Tools for Visual Studio 2010 has been published and you can download it from the Silverlight.net Getting Started Page. On the Getting Started Page, click the link in the below image to download the new package.
I strongly recommend that all WPF & Silverlight developers download and install this package as it add a good number of new features to the WPF & Silverlight Designer.
